Macro std::is_powerpc_feature_detected

macro_rules! is_powerpc_feature_detected {

}

???? This is a nightly-only experimental API. (stdsimd #27731)

Prevents compilation if is_powerpc_feature_detected is used somewhere else than PowerPC targets.
