Function std::intrinsics::roundf32

intrinsics are unlikely to ever be stabilized, instead they should be used through stabilized interfaces in the rest of the standard library

Returns the nearest integer to an f32. Rounds half-way cases away from zero.

The stabilized version of this intrinsic is f32::round
