Check whether an array-like or dtype is of a DatetimeTZDtype dtype.
Parameters: arr_or_dtype : array-like
The array-like or dtype to check.
Returns: boolean : Whether or not the array-like or dtype is of
a DatetimeTZDtype dtype.
